You need to start a fire near any major body of flammable resource. It is incredibly important that you do this when no one is looking or around.

After the flame catches, you need to successfully get in your getaway car and cut all power lines to the nearest fire department. This is critical because if you don't do this then it won't become a national disaster.

After you've accomplished your goal of starting a major fire, it will be too late for the fire department to do anything meaningful. Next what you will do is trigger the C4s on each bridge that exits the town. You need to make sure nobody gets out.
